Notice ID: H98210DTMOCTIM
The Defense Travel Management Office (DTMO) is performing market research to identify parties having an interest in, and resources for, providing services in accordance with the draft Performance Work Statement (PWS) and its attachements. The Government requires database and infrastructure contractor support for the DTMO travel data repository (referred to as the Commercial Travel Information Management (CTIM). The previous acquistion was sole sourced and the Government intends on going sole source again and is currently seeking interested and capable vendors.
The Defense Travel Management Office (DTMO) requires database and infrastructure contractor support for the DTMO’s travel data repository (referred to as the Commercial Travel Information Management (CTIM)). The CTIM enables the DTMO to manage and measure the performance of the Department of Defense (DoD) Travel Enterprise. CTIM also supports DTMO applications and is a data source for partner systems and other stakeholders.
The consolidation of travel data, and its availability to drive decision making and manage programs, continues to be a foundational element in pursuit of DTMO’s strategic initiatives concerning the Defense Travel Enterprise. The CTIM consolidates travel data from commercial travel contracts, DoD and other Federal Government sources, and other sources as needed. This repository enables the discovery of data patterns, allows for the development of meaningful metrics, fosters issue resolution, facilitates data-driven decision making, and allowances setting. The CTIM also enables the DTMO to fulfill legislative mandates, such as Sec. 631 of the 2012 National Defense Authorization Act (NDAA) requiring DoD to create and maintain a DoD travel compliance program.
The majority of DTMO’s data sources within the repository are from vendors contracted to support the DTMO. These contracts are periodically awarded to new vendors with modified or new data requirements, requiring database administrator support to properly incorporate the new or modified data elements. New data sources, enhancements, or technical solutions that complement or improve the existing scope of data are also periodically identified. These may require contractor support in analysis and integration into CTIM.
The DTMO implemented a Business Intelligence (BI) solution to provide a means to view and interpret repository data and allow for the efficient management and improvement of travel programs. Ultimately, the BI tool will provide self-service reports, dashboards, and additional analytical functions to support data-driven decision making for the DTMO and eventually across the DoD.
