The Washington Headquarters Services (WHS) Acquisition Directorate (AD) is conducting market research to locate qualified, experienced and interested vendors to provide Enterprise Financial Support services to the Defense Security Cooperation Agency’s Comptroller Division.

Background: The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD) is issuing this notice to locate experienced, qualified vendors to provide critical support to Defense Security Cooperation Agency.

Objective: The objective of this acquisition is acquiring critical support services to the Comptroller Division of the DSCA, which is responsible for ensuring DSCA’s financial management (FM) systems and processes are modernized and integrated to provide a complete range of financial and cost information needed for DSCA to conduct business transactions, provide accountability to the public, and to support performance reporting and decision making.

Scope:  The contractor shall provide comprehensive financial execution, management, operations, helpdesk, accounting, to include technical, administrative, and professional services for the purposes of sustaining operations for the DSCA and security cooperation user community. Tasks will include program management, help desk support, budget formulation, training, System Integration Testing/User Acceptance Testing System Integration Testing (SIT)/ User Acceptance Testing (UAT), data reconciliation, financial management, financial execution, Order Management execution improvement, G-Invoicing and direct treasury disbursement.

Anticipated Period of Performance: One (1) 12-month base period and four (4) 12-month option periods.
