The primary objective of this effort is to assist OSD CAPE by administering the CSDR system and conducting all operations associated with the maintenance and improvement of the CADE website. This includes conducting all CSDR data planning and data review activities to ensure quality cost data is available to the DoD cost estimating community for usage in analytical products, which inform and enable DoD senior leadership to make decisions on major acquisition programs. This effort also includes making the data available to authorized users via maintaining and improving the CADE web-based repository.
The contractor shall perform technical, administrative, and professional services for the purpose of developing, operating and improving the OSD CAPE CADE system. The Government anticipates potential award of a multiple-award IDIQ or BPA for the following support services outlined below:
- Systems Engineering and Program Management
- Cost Data Collection Support
- Policy and Training Support
- Information Technology Operations, Maintenance, and Enhancements
- Website and Tool Development
- Full Cost of Manpower (FCoM) Tool
- Air Force Cost Analysis Agency (AFCAA) Cost Estimating Data Support
- CAPE Analytical and Cost Community Surge Support
The period of performance shall be for a five-year ordering period.
