This is a non-personal services contract to provide executive training facilitation, event planning, logistical coordination, and administrative support to the Department of Defense (DoD) Advanced Professional Executive (APEX) Senior Executive Orientation Program. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

Scope: The contractor shall oversee and participate in the planning, preparation and delivery of all APEX sessions. This includes providing and/or coordinating all personnel, equipment, supplies, facilities, coordinate transportation, tools, materials, supervision, and other items and non-personal services necessary to perform executive training facilitation, event planning, logistical coordination, and administrative support as defined in this Performance Work Statement (PWS), except for those items specified as government furnished property and services.  Following each session, the contractor shall conduct all after action reviews and debriefs, connecting delivered program content back to learning objectives.  Additionally, the contractor shall provide alumni programming that supports ongoing learning and networking opportunities.  The Contractor shall perform and accomplish tasks as outlined in Part 5 – Specific Tasks. The APEX program elements shall include concepts and activities which support the program objectives and should align with established Executive Core Qualifications (ECQ’s). ECQ’s include, but are not limited to the following:

Building Coalitions (ECQ – Building Coalitions):

This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, 2 or international organizations to achieve common goals

  • Top-level leader discussions that focus on current issues and understanding of joint collaborative roles of the DoD executive with military services and other agencies
  • Examine vertical and horizontal decision-making influences within and among respective organizations
  • Transformational and organizational development
  • Defense business operations (legal, congressional, public, affairs, security, personnel, budget processes)
  • Interface with interagency cohorts …

The small business size standard is $24.5. This requirement will be solicited as a 100% Women Owned Small Business. The Washington Headquarters Services, Acquisition Directorate (WHS/AD), 4800 Mark Center Dr. Alexandria, VA 22350, intends to procure Advanced Professional Executive Senior Executive (APEX) Orientation Support Services.

The Government anticipates awarding a firm-fixed-price contract for this requirement, with an eight-month base period and four twelve-month option years. The anticipated period of performance Phase In start date is September 24, 2024.
