DOD HQ RFP: Security Cooperation Program Management Support Services (SCPMSS)

This contract will primarily support Deputy Assistant Secretary of Defense for Global Partnerships (DASD GP) as the focal point for Security Cooperation and Building Partnership Capacity (BPC), Institutional Capacity subject matter expertise, and the Department of Defense (DoD) lead to prioritize, integrate, and evaluate bilateral and multilateral SC activities to strengthen U.S. and global security. DASD GP manages and oversees several SC and BPC programs, including the SC authorities enumerated in Chapter 16. DASD GP works closely with stakeholders such as Combatant Commands (CCMDs), other Office of the Secretary of Defense (OSD) for Policy offices, the Defense Security Cooperation Agency, Department of State and other elements of the interagency, Military Departments, and Implementing Agencies to achieve SC objectives through the planning, programming, budgeting, execution, and assessment of projects designed to fill partners’ capability gaps and meet their requirements. Significant Security Cooperation Initiatives, including programs conducted under various SC authorities, pursuant to chapter 16, require the Secretary of Defense to provide oversight in support of SC programs and activities of the DoD.  This contract will also support other offices across the Office of the Under Secretary of Defense for Policy (OUSD(P)), to include but not limited to, the Office of the Assistant Secretary of Defense for International Security Affairs, the Office of the Assistant Secretary of Defense for Space, and the Office of the Assistant Secretary of Defense for Indo-Pacific Security Affairs (OASD(IPSA)) for programmatic support related to SC programs and initiatives.

The overall objective is to support the formulation, development, implementation, and assessment, monitoring, and evaluation of security cooperation strategy and resource prioritization.  This includes oversight of implementation of both DoD Title 10 security cooperation and Title 22 DoD-implemented security cooperation efforts.  Because security cooperation is implemented through the CCMDs, the Senior Defense Official/Defense Attaché and the security cooperation offices, and U.S. embassies, Office of the Secretary of Defense’s (OSD) policy formulation and oversight may require travel to review both the program formulation and design and the implementation of the security cooperation projects, as well as develop an understanding of the capabilities and requirements of the security cooperation workforce as articulated under Section 384, Title 10, U.S.C.

The period of performance shall be for one (1) Base Year of 12 months, four (4) 12month option years and six (6) months option to extend the services of the contract.
