The Contractor shall provide Case Processing Operations and Enhancement Support as needed to support DCSA’s Investigative systems. This includes maintaining, upgrading, and providing production support to the DCSA’s Case Processing’s suite of applications with a focus on sustainment, continued operations and maintenance (O&M) with less emphasis on adding new capabilities. It also includes providing cyber security support across BIES for all its systems, as well as providing architectural expertise and Program Management support across BIES. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and services necessary to perform case processing operations and enhancement support as defined in this Performance Work Statement except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract.
The areas of support shall include:
PIPS Application Services – Application requirements analysis, development support, operational support, and other related activities with a focus on sustainment, continued operations and maintenance with less emphasis on adding new capabilities.
Application Integration and Customization – Application integration, documentation, configuration management, and other related activities.
Commercial-Off-the-Shelf (COTS) Product Integration – Integration of COTS products into PIPS application suite, documentation, and other related activities.
Project Management – Managing projects, schedules, project resources, project plans, risks, and other related activities.
Configuration Management – Tracking of configuration baselines, ensuring operational systems are governed consistent with DCSA policies, creating and maintaining all required DCSA change management documentation, and other related activities.
Operations/Applications Administration Support – Proactive monitoring system and application resources, reporting all system issues or performance items to management and customers, providing assistance to Case Processing users experiencing problems, coordinating issue/outage resolution, and other related activities.
Cyber Security and Information Assurance (IA) Support – All security related activities, including, but not limited to, developing and maintaining all necessary security documentation; developing, recommending, and implementing approved security contingency plans, incident response plans, and disaster recovery procedures for the Case Processing applications and across the Background Investigation Enterprise System (BIES) organization.
