This requirement is for ADVANA/DAI reconciled Financial Common Operating Picture (FCOP) Phase II training within DCAA for a base period of six-months with one option period of three months for use by DCAA, Fort Belvoir, Virginia 22060. Market research performed on SP4704-23-F-0040, which included a base period of six-months and one three-month option period, as supplemented by the information discussed below, identified Significance Inc. is the only source capable of providing the services required.
A sources sought notice was posted prior to award of the current task order (April 2023). Analysis of the responses received was conducted by DCAA’s technical subject matter experts, who determined only Significance Inc. had all the required financial management decision support and training for DoD organizations. The services provided by Significance were previously determined to be unique or highly specialized during Phase I, with only one source capable of supplying them. DCAA is seeking a new firm fixed price contract with one six-month base period and one three options period for ADVANA/DAI reconciled Financial Common Operating Picture (FCOP) training. DCAA is required to maintain accurate and reliable financial information to support financial accountability and facilitate effective and efficient decision-making in support of the warfighter. One of the most important key steps to maintaining the edge on this mission critical capability is the reconciliation of DoD’s ADVANA database and DCAA’s Defense Agencies Initiative (DAI) ERP system and data analysis.
Through this unique employee focused, solution designed, data management, training and technology process model, Significance, Inc. will help DCAA obtain and sustain this requirement.
The period of performance for the base period is July 16, 2024, through January 15, 2025 (six-months). There is a single three-month option period included so final performance may be through April 15, 2025.
For the reasons set forth in Paragraph 4, DCAA has no plans at this time to compete future contracts for the services covered by this document. DCAA uses a variety of vendors, manufacturers and contracts to fulfill its requirements and will continue its practice of surveying the market to ensure full and open competition. If another potential source emerges, DCAA will assess whether competition for future requirements is feasible.
