DISA Sources Sought: Joint Force Headquarters-Department of Defense Information Network (JFHQ-DODIN) Financial Management, Budget and Technical Services

The objective of this task order is to provide JFHQ-DODIN with financial management, budget and technical services for JFHQ-DODIN general funds appropriated and contingency programs. The contractor shall provide technical expertise to ensure that the Command has financial management advice for program objective memorandum and budget submissions (including special missions). The contractor shall work in a dynamic environment that will require consistent and proper communication between directorates within JFHQ-DODIN as it relates to touch points for subscription services and implementation activities for the DODIN Operations and Defensive Cyber Operations-Internal Defensive Measures (DCO-IDM).

The scope of this task order is to provide programming, budget formulation and submissions process for JFHQ-DODIN in accordance with Command and Office of the Under Secretary of Defense Comptroller guidance. This may include working with appropriated, contingency and general funds.

  1.   The contractor shall work with the Government on financial controls, conducting program and organizational assessments and providing financial management information and products.
  2. The contractor shall have the responsibility to furnish timely, reliable and comprehensive financial products and/or information. The contractor shall not perform inherently governmental functions under this task order, such as determining federal program priorities for budget requests, determining budget policy, guidance, strategy, directing, controlling federal employees, or determining what supplies or services are to be acquired by the Government.
  3. Services closely associated with some of these inherently governmental functions may be required under this task order, but any exercise of discretion, policy judgments, or final decisions must be reserved for Government officials only.
  4.  The Government may require a surge in capacity during the base or any option period, and surge modifications will be within the scope of the task order and provide increased in FTEs for the defined task areas of this PWS. Surge over the life of the task order will not exceed 25% of the contractor’s total proposed price for the base and all option periods, including any six-month extension of services pursuant to FAR 52.217-8.
