DISA J6 is seeking information from potential sources for various skill sets and Subject Matter Experts (SME) support for the complex classified and unclassified objective areas within the J6-Endpoint and Global Services (GSV) Directorate, which has several portfolios, programs, and projects at various stages of completion or execution.  These portfolios, programs, and projects require skill sets and SMEs in multiple disciplines and at different levels of expertise. The SMEs will be required to work seamlessly across classified and unclassified domains, as well as seamlessly navigate between classified, acknowledged, and unacknowledged Special Access Programs (SAP), and unclassified information. They will be required to interact with officials at all levels of Government and shall be knowledgeable of and demonstrate the decorum to comply with proper protocol for the specific level of engagement.

Objectives:  The objective of the GSV Program Management & Administration requirement is to obtain various skill sets and Subject Matter Experts (SME) to support the complex classified and unclassified objective areas within the GSV Directorate, which has several portfolios, programs, and projects at various stages of completion or execution.  These portfolios, programs, and projects require skill sets and SMEs in multiple disciplines and at different levels of expertise. The SMEs will be required to work seamlessly across classified and unclassified domains, as well as seamlessly navigate between classified, acknowledged, and unacknowledged SAP, and unclassified information.  They will be required to interact with officials at all levels of Government and shall be knowledgeable of and demonstrate the decorum to comply with proper protocol for the specific level of engagement.

The SMEs shall provide support to several Special Access Programs, as well as other classified and unclassified programs in the furtherance of the DISA/GSV mission.  The GSV mission is “high visibility” and “no fail,” and services must be provided, without interruption or lag.  It is for this reason that personnel with the required skill sets and clearance levels are required from day one of contract award.  The contractor shall attract and retain the resources and assets to sustain the services rendered under this task order with minimal personnel turnover, and promptly backfill personnel should it be necessary.

Scope.  This requirement includes portfolio, program, and project administration and management support. The GSV provides a wide variety of support that is both unclassified and classified. While this order will be issued at the unclassified level, it will require work to be performed at the designated classification levels specified herein.  It will also require designated contractor personnel to be read on to SAP programs, as necessary, to perform the tasks herein. Contractor personnel shall have knowledge and experience supporting SAP in a SAP-Facility (SAP-F) environment. GSV requires a variety of personnel with an appropriate amount of knowledge, skills, and abilities (KSAs), years of experience, and qualifications within a variety of technologies, business processes, and mission domains, as well as activities that are flexible and scalable to execute tasks accurately, efficiently, quickly, and in accordance with applicable laws, regulations, policies, and procedures.

Most of the performance described herein is conducted in and requires access to a Sensitive Compartmentalized Information Facility (SCIF) and/or a SAP-F. Information pertaining to the activities in the SCIF/SAP-F is tightly controlled; therefore, the contractor must possess the proper security clearance and read-ons before being granted access to information about GSV’s activities and access to the SCIF/SAP-F.

The contractor shall not perform inherently governmental functions under this order, such as determining federal program priorities for budget requests, determining budget policy, guidance, or strategy, directing, or controlling federal employees, or determining what supplies or services are to be acquired by the Government.  Services closely associated with some of these inherently governmental functions may be required under this order, but any exercise of discretion, policy judgments, or final decisions shall be reserved for Government officials only.

The anticipated Period of Performance is 01 September 2024 to 31 August 2029.
