This Request for Proposal is for program management and technical support services to support all phases of the requirements generation process in accordance with the DHS Manual for the Operation of the Joint Requirements Integration and Management System (JRIMS), DHS Instruction Manual 101-01-001-01. This includes delivery of any formal reports, studies, or documents deemed necessary in the execution of that programmatic support.
This acquisition includes program management and technical support services via contract support to assist CG-7 with capabilities related documents and capability related studies. This contract is intended to provide analyses and assessments to support development, integration, implementation and/or fielding of new assets and systems as well as maintaining the operations of current capabilities. Analytical support efforts are focused on delivering reports, analyses, assessments, documents, and plans to address the mission needs, capabilities, and requirements of the USCG for a broad range of homeland security related disciplines. Final reports deliver analysis, assessments, and recommendations to be used in development of standardized, defendable, and repeatable processes to support follow-on USCG activities (e.g., acquisition, workforce planning) and optimize the operational effectiveness and safety of assets currently in service.
The following are representative tasks to be completed by the Contractor and further defined in the scope of each task order:
MISSION ANALYSIS REPORT (MAR). This product refers to the document of the results of ongoing mission analyses and supports initial acquisition strategies. The purpose of mission analysis is to assess the ability of the USCG to successfully carry out a specific mission in the future. The projected future mission is described as is the current mission gap and the impact of current deficiencies on operational effectiveness. Potential solutions are identified that would fulfill the mission requirements. A comparison is made between the current mission capability and its costs versus an estimated lifecycle cost range for potential alternatives.
The Mission Analysis Policy (COMDTINST) 5280.1 (series) provides a template for this report.
CAPABILITY ANALYSIS STUDY PLAN (CASP). This product refers to the official notice to the DHS Joint Requirements Council (JRC) and stakeholders that a Sponsor is initiating a capability analysis. It provides the first opportunity for the JRC to review for staffing designation. It articulates the approach used for the analysis. CASPs provide greater visibility into ongoing studies and assessments, encourage collaboration, leverage existing efforts, and eliminate unnecessary duplication of current study efforts. The DHS JRIMS user manual has an example of a CASP in the form of a template.
