The purpose of this PWS is to obtain contractor support and disciplines to conduct analysis to ensure better accountability, consistency, and efficiency of statistical reports, briefing papers, and responses to requests from DHS, Congress, and the White House. The contractor will provide deployment support for ICE Information Technology (I.T.) initiatives, operations research and strategic analytics, and business process analysis and transformation project support. Tasks focus on, but are not limited to, efforts designed to generate improvements in the immigration enforcement lifecycle.

Support will include conducting business process and requirements documentation sessions with varied stakeholder groups, process analysis studies, white papers, feasibility studies, cost-benefit analyses, configuring software support tools, piloting recommendations, developing implementation plans for operational changes, and developing training content. Implementation plans should incorporate input from as many stakeholders as feasible to encourage ownership and operational support. LESA will manage these efforts through existing ICE structures that include Integrated Project Teams (IPT) and Working Groups (WG).

As part of the RFI process, the government intends to host a virtual industry briefing via Microsoft Teams on 12/12/2024 from 9:00am to 11:00am Eastern Time (ET). Virtual one-on-one sessions will be scheduled for the following day 12/13/2024. The objective for hosting this briefing and one-on-one sessions is to further stimulate interest in the LESA program and answer questions to assist in preparation of capabilities statements prior to their due date. Any information received from industry as a result of the briefing will be used for market research to include determining if any small business set aside opportunities exist, procurement strategy, and allowing interested companies to network for potential teaming arrangements. All interested large and small businesses are welcome to attend.

The acquisition strategy is still under development and is not finalized. The Government is contemplating a Firm-Fixed price contract against GSA’s OASIS contract. The acquisition strategy will be partially dependent upon the solutions/alternatives presented because of this RFI.
