DHS announces intent to re-award $480M National Biodefense Analysis and Countermeasures Center (NBACC) FFRDC contract to Battelle

The Department of Homeland Security (DHS) plans to award the next generation of this $480 million contract for managing the National Biodefense Analysis and Countermeasures Center (NBACC) at Fort Detrick, Maryland, to Battelle National Biodefense Institute (BNBI). The 10-year cost-reimbursement hybrid contract includes both Cost Plus Fixed Fee (CPFF) and Cost-Plus-Award-Fee (CPAF) terms.

The incumbent contract was awarded to BNBI, a nonprofit established to manage the NBACC, in 2015. (For contract details, visit here.) The facility conducts research, analyses, and technical support for DHS’s Science and Technology Directorate (S&T). DHS’s sole-source decision follows a comprehensive review of BNBI’s performance.
