DHA to award Learning Management System Sole Source

The Defense Health Agency (DHA) intends to award a sole source contract to PowerTrain, Inc. to provide continuing education (CE)/continuing medical education (CME) to all Department of Defense (DoD) personnel in support of individual credentialing and licensure requirements. The CE/CME service provider must deliver professional agency accredited training products across numerous disciplines and occupations. In addition, the service provider must deliver training products designed to satisfy up-to-date regulatory and safety training requirements for MTFs, as defined by DoD and Occupational Safety and Health Administration regulation and accrediting agency guidelines, such as the joint commission.

Market Research indicated that PowerTrain, Inc. is the only responsible source that can satisfy the Government requirements, based on having an Authority to Operate (ATO) in place that allows it to begin work on the date of award. The period of performance has been reduced to one (1), 12-month Base, plus one (1), 12-month Option to enable competition of this requirement. The follow-on competitive requirement is planned to be awarded in time to provide all transition functions.
