The DHA anticipates a competitively awarded contract to an SBA 8(a) Program Participant. The period of performance will be for a 12-Month Base Period and four 12-Month Option Periods. The North American Industrial Classification (NAICS) code for this acquisition is 541512, Computer Systems Design Services, with a Size Standard of $34M; Product/Service Code: U099, Education/Training – Other.

The goal of this requirement is to deliver instructional system design (ISD), eLearning development support, and learning management system (LMS) administrative support to DHA/J7 to include the following:

  • Review and create storyboards prior to development and support annual reviews
  • Use the ADDIE model to develop and update engaging training material
  • Ensure 508 compliance on courseware and other training materials
  • Serve as a liaison between customers and the DHA LMSs Management Team
  • Ability to perform technically detailed LMS administrative tasks
  • Ability to plan, guide, and manage a group training events.

Education and Training:  Services include supporting the standardization and quality assurance of the coordination and completion of Tri-Service eLearning training products/programs through the delivery of ISD expertise.  Services also include

  • Providing LMS system administration and LMS system training as required, collaborating and coordinating with DHA stakeholders regarding courseware in production, testing, and gate reviews.
  • Ability to conduct individual and group training and provide appropriate remediation and reinforcement solutions.
  • Develop, maintain, convert, and post web-enabled training courseware, videos, joint knowledge products, and relevant joint information content capabilities.

The Contractor shall ensure courseware developments are compliant with technical aspects of DoDI 1322.26 Distributed Learning (5 Oct 2017) and the current Content Design and Development Guidelines for the NIPRnet and Mobile platforms in support of the DHA/J7 instructional curriculum development of 400+ web-based courses.  Services include develop, maintain, and convert content using codified ISD methodologies to be distributed on an LMS; technical assistance to DHA and its direct partner eLearning development teams (only for known development tools); and assisting with user accounts and course assignments through elevated user training events.  The contractor shall accomplish Managing the complete ADDIE process for all DHA approved courseware projects to include kickoff, intermediate, and final testing meetings and milestones, and then the hosting of the courseware on the LMS for student enrollment.

Basic Services:  The Contractor shall provide the following services:  Develop, maintain, convert, and post web-enabled training courseware, videos, joint knowledge products, and relevant joint information content capabilities.  The Contractor shall ensure courseware developments are compliant with technical aspects of DoDI 1322.26 Distributed Learning and the current Content Design and Development Guidelines for the NIPRnet, and Mobile platforms in support of the DHA/J7 instructional curriculum development of 400+ web-based courses.  The length of each course varies; however, the majority of the courses are one-hour in length.  The Government has established a process for prioritizing the maintenance and…
