DHA RFI: Information Delivery (J-5) Support Services

The Defense Health Agency (DHA) has a requirement for information delivery support services.  The Information Delivery Branch operationalizes fragmented data sources into customized, centralized data marts that enhance AED’s ability to respond to the full spectrum of Military Health System (MHS) stakeholder analytic and evaluation needs. It provides a sole source for information through the collection, maintenance, and storage of current and historical data to draw insights and support customer decision-making. Data from different sources is combined into unified views through an Extract, Transform, and Load (ETL) pipeline, enabling analytics that yield effective and actionable decisions for the enterprise. Data workspaces are generated and delivered in a clean, accurate, functional manner to support larger scale reporting and analysis.

The Objective of the requirement is to provide to DHA a complete range of information delivery support to include the following key functions:

  1. Maintain centralized Measures Repository, which houses output data from all published enterprise measures and external data models supporting MHS dashboards, reporting, and analysis.
  2. Maintain the External Currency Data Mart, a centralized repository containing captured clinical care delivered by MHS providers outside of an MHS setting.
  3. Manage the Manpower Common Operating Platform, an enterprise workforce solution that centralizes disparate manpower data sources into a single unified view that displays key information on provider workload, authorizations, and other variables scalable to the facility or enterprise level.
  4. Support strategically aligned Senior Leader Dashboards to enhance reporting and optimize resources.
  5. Develop and maintain reporting output data objects with an emphasis on Near Real Time reporting to support expedited decision making and reporting.

The Contractor shall:

  • Identify and troubleshoot data import, analysis, and display errors from multiple data sources.
  • Identify and apply, when available, national/standardized benchmarks and thresholds to DHA/MHS metrics as appropriate or the Contractor shall identify reasons why the established benchmarks/thresholds/methods are not appropriate/relevant.
  • Develop and maintain authoritative source of clinical and business measure data for use in disparate reports and dashboards.
  • Provide technical knowledge to customers, internal and external to DHA, regarding data design, best practices, and methodologies.
  • Provide programming and coding subject matter support for refining the development of new systems and for optimal implementation by the DHA, DoD and other agencies as needed.
