This effort will support the DoD, IC, and allied mission partners, by providing a comprehensive set of Information Technology (IT) professional services. Under this requirement, the contractor will use agile based management processes to provide for the services to maintain, sustain, enhance, and improve Machine-assisted Analytic Rapid-repository System (MARS) capabilities, while maintaining compliance with DIA, DoD, and IC policies. The scope will include the following tasks:
Task 1 – Provide Program Management – The Government requires program management services, to include the management and oversight of all activities performed by contractor personnel and subcontractor personnel, maintaining project schedules, providing financial forecasting, and quality management.
Task 2 – Provide Transition Services – Includes contractor management of all services to transition on and off the Task Order (TO).
Task 3 – Provide System Interoperability, Test, Operations, Maintenance and Sustainment Services – Includes on-site and remote technical and administrative support to facilitate 24/7 operations of critical MARS infrastructure and services. Under this task, the contractor will operate a multi-tier support construct and provide services for relationship management, patch management, break-fix, dataflow management and orchestration policy enforcement, content inspection, interfaces, exercise support, platform administration, security, availability, monitoring, and observability, while maintaining compliance with DIA policies and directives. The contractor will perform current hardware and software maintenance support actions and will acquire and maintain licenses required to successfully provide necessary support to the system.
Task 4 – Provide Engineering and Integration Services – Includes the full range of engineering and architecture support services to ensure integration, security planning and compliance, maintaining Authority to Operate (ATO), and providing systems level testing. The contractor shall maintain system design, development, integration and testing environment, with compliant procedures for the rapid integration of capabilities to include Commercial-Off-The-Shelf (COTS) products. The contractor shall provide services to maintain data interoperability, cloud and provide for systems requirements management.
The contractor shall use Agile methodologies for software development, where the development is organized into one or more releases consisting of multiple sprints. The contractor shall define the frequencies and durations of the releases and sprints during project planning
