The purpose is this contract is to develop a Research, Measurement, Assessment, Design, and Analysis (RMADA) 3 IDIQ that will provide analytic support and technical assistance for models and demonstration programs that are derived under the Patient Protection and Affordable Care Act (ACA). This support will include, but will not be limited to, the design, implementation and evaluation of research and/or payment and service delivery models to test their potential for reducing expenditures for Medicare, Medicaid, Children’s Health Insurance Program (CHIP), and uninsured beneficiaries while maintaining or improving the quality of care.
Provided below are examples of types of work that may be performed at the task order level and the skillset necessary to complete the tasks:
- Research Methods and Design
- Capacity to develop and execute high-quality, complex, multisite research and evaluation designs
- Primary Data Collection
- Ability to design, develop, and administer data collection instruments
- Capacity to conduct surveys, focus groups, interviews, environmental scans, and case studies, and to process and analyze the data obtained from these data collection methods
- Secondary Data Collection
- Capacity to process and analyze Medicare/Medicaid administrative, claims and encounter data, and other government or commercially available datasets.
- Knowledge of the capabilities and limitations of these data, and experience computing measures and deriving samples relevant to a project
- Ability to use Medicare and Medicaid claims data to characterize expenditures and patterns of care among beneficiaries
- Statistical Analysis
- Extensive knowledge of relevant methodologies and statistical design including the creation of subsamples, comparison groups, and case mix groups
- Capacity to conduct qualitative and quantitative analyses, including complex multivariate analysis, using software packages such as SAS and STATA.
- Subject Matter Expertise
- Knowledge of CMS policies, regulations, and governing statutes
- Knowledge of the Medicare and Medicaid programs and their current and historical coverage policies and payment mechanisms
- Familiarity with the organization, structure, operations, and resources of primary and/or specialty care practices in general and specific to health care delivery systems
- Capacity to provide technical assistance or training for demonstration sites and/or other groups or individuals
