General: This is a non-personal services contract to provide the Installation Management Command (IMCOM) Enterprise Web (IEW) strategic website design and planning. The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the government.
Description of Services: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform IEW web design and planning as defined in this performance work statement (PWS).
Objectives: Contractor shall design IEW to mirror IMCOM Morale Welfare and Recreation sites for a seamless user experience. IEW and MWR use Concrete content management system (CMS). Contractor shall design IEW with Concrete CMS considerations. Concrete CMS resides on Liberta server.
Scope: Services required surround website design and strategy. This includes web development, web domain management annual cost, User Experience (UX), User Interface (UI) and Information Architecture (IA) quarterly audits.
- The contractor shall provide website wireframes that clearly illustrate page schematics with tiered website layouts of the user experience. Wireframes will confirm with leadership the required features and navigations of the new website design.
- The contractor shall demonstrate the user experience for government guidance at key decision points as agreed upon prior to embarking on the work.
- The websites shall provide information on in-processing, child and youth services, housing, permanent change of station, healthcare, home based businesses and spouse employment at a minimum.
- Childcare and Child & Youth Services (CYS): Childcare resources, programs, registration information, and contact options for CYS services shall be readily available on the websites.
- Housing: A housing section shall provide users with comprehensive information about on-post housing options with connectivity to application procedure information.
- Websites shall share Permanent Change of Station (PCS) resources with connectivity information to the My Army PCS website.
- Websites shall connect to or integrate Home Based Businesses information to include the application and approval process.
- Websites shall connect to or integrate Spouse Employment resources, opportunities, and information.
It is constructed of a 1-year base period which runs from 1 December 2024 through 1 December 2025. Then it has 5 one-year option periods from 1 December 2025 until 1 December 2030.
