Army Corps of Engineers (USACE) Sources Sought: Readiness Support Center (RSC) Technical Support Services

The U.S. Army Corps of Engineers (USACE) has responsibility for developing and maintaining the Directorate of Contingency Operations training and exercise program for managers and responders. National cadres of teams are maintained through the curriculum of instruction that prepares teams and individuals to perform mission essential duties in the federal, disaster response environment. The Readiness Support Center (RSC) is the Headquarters USACE aligned organization that is tasked to implement this training architecture for Federal Emergency Management Agency (FEMA) Stafford Act missions, Flood Control & Coast Emergencies Public Law 84-99, Dam Safety and Silver Jackets/Flood Risk Management programs under the Directorate of Contingency Operations.

The chosen contractor must have knowledge and expertise in creative writing, copy editing, visual and text-based storytelling, product placement, graphic design, videography, photography, web-design, and social campaign development and monitoring. The contractor must have experience developing materials that are compliant with Section 508 and that can be translated or adjusted to meet a broad audience (including producing materials in multiple languages and that employ best practices in audience segmentation to tailor resources to the intended end-user). Experience working with federal, state, tribal, or local partners on flood risk communication would be beneficial but is not required.

The contractor will provide necessary project management to ensure timely completion of projects and deliverables as described below. Estimated hours for Tasks 1 and 2 should only include those activities necessary for delivery of the contract tasks.

Contractor will manage the work and ensure quality throughout the project. Project management will be outlined in a project management plan (PMP) which includes a quality management plan. Project management work includes tracking the schedule and budget, tracking progress of deliverables, scheduling meetings, invoicing, and documenting key decisions. These items will be summarized by the contractor in monthly progress reports to USACE-RSC and the Contracting Officer’s Representative.

Quality control includes documenting internal and USACE review of all deliverables including but not limited to reports, presentations, videos, and memorandums. Contractor’s internal reviews must be formally documented in a manner that can be audited by USACE personnel; reviews by USACE of contractor products will track each comment and corresponding resolution.

Task 1. Visual Exercise Support Media.  The contractor will use videography, photography, and graphic design expertise to help visually depict scenario-based exercise vignettes. As part of this task, the contractor will identify potential scenarios to present by examining specific hazards including emergencies for dams and levees. Task 2. Graphic Design and Support.  The contractor will craft text to illustrate the Contingency Responder curriculum, training, and exercise products (Situation Pamphlets, newsletters, and DL products).
