Excerpt from Performance Work Statement (PWS) – Space Domain Awareness (SDA) Command & Control (C2) Operations & Maintenance (O&M) Support

1.0 Introduction/Background

The Space Domain Awareness mission at 19 Space Defense Squadron (SDS) is heavily reliant on communication data lines, the technical services for maintaining and administration of those data lines, communication security (COMSEC) management, and operational support to the facility, all which serve to flow information to and from the warfighter. The expected outcome of the contract is to maintain connectivity between 19 SDS and its network of sensors in the Space Surveillance Network, manage the COMSEC accounts and equipment, troubleshoot, diagnose, and ultimately restore data line connectivity during outages, respond and apply updates to data lines and COMSEC equipment, coordinate with base infrastructure support, and liaise with the Defense Information Systems Agency (DISA) on outages, upgrades, and future projects. 19 SDS requires an on-site presence 24/7 to meet operational timelines. 19 SDS requires contractor personnel to be knowledgeable of their responsibilities, their equipment, and the facility to allow them to advise and participate in discussions regarding facility modifications and how that impacts the communication network, COMSEC equipment, and future connectivity or integration considerations.

1.1 Mission Overview

The 19th SDS conducts a SDA mission through operations conducted on the Mission Processing System (MPS), Common Framework Environment (CFE), Astrodynamics Support Workstation (ASW), and Non-Traditional Data Pre-Processor (NDPP). Co-located partners include Space Systems Command (SSC) who perform test and acquisitions, and Naval Network Warfare Command (NAVNETWARCOM) who performs Navy Fleet Support. The mission is to execute frontline defense of the space domain for the Joint Force, multinational partners, and humanity. In addition, 19 SDS provides a unique experimentation environment advancing the Space Domain Awareness (SDA) mission and on-orbit battle management through joint ventures across the SDA enterprise. Maintenance and Cybersecurity services support a United States Space Force weapons system that provides 24 hours a day, 7 days a week (24×7) worldwide intelligence and Command and Control (C2) Space Domain Awareness (SDA) to forward deployed warfighters, unified commands, national agencies, and other global users. 19 SDS is a tenant command, located at the Naval Support Facility (NSF), at Dahlgren, Virginia (VA).

1.2 Scope

The Contractor shall provide non-personal technical services for Network Administration, Cable Management, Facility Maintenance Support, and Technical Control Facility (TCF) Operations and Maintenance (O&M) services in accordance with (IAW) this Performance Work Statement (PWS). TCF equipment processes information of varying security classifications and is located within a Sensitive Compartmented Information Facility (SCIF). The SDA mission is truly unique and critical to national security; as such, 19 SDS requires strong continuity of technical personnel. All services are designated as mission essential. All procedures IAW DFARS 252.237-7023 apply to this PWS.
