The United States (US) Air Force Life Cycle Management Center (AFLCMC), Public Key Infrastructure Program (PKI) System Program Office (AFLCMC/HNID) is conducting market research to identify capable sources to provide professional engineering support services to implement and sustain the DoD PKI and the Internal Air Force (AF) PKI for the Department of the Air Force (DAF).

  1. Certificate Management
    1. Provide support to assist in technical advice, security analysis, configuration support, and certificate issuance, suspension, revocations, and other duties outlined in DoD X.509 Certificate policy, DoD PKI Certificate and Registration Practice Statements.
    2. Experience with actual issuance, renewal, and revocation of digital certificates for DoD and/or DAF personnel, devices, and services.
    3. Management and oversight of Local Registration Authorities (LRAs), Trusted Agents (TAs), and Alternate TAs that includes creating and removing these personnel worldwide and ensuring they are following all DoD, DAF, and other applicable policies to perform their duties. Also prepare/oversee RA/LRA/TAs DoD/DAF audits.
    4. Integration of certificate lifecycle management tools to streamline certificate operations.
    5. Experience with DoD PKI applications such as Non-person Entity (NPE), Automated Token Issuance and Maintenance System (ATIMS), Token Management System (TMS), and Common Access Card Personal Identification Number (CAC PIN) Reset (CPR).
  2. Integration with Air Force Systems:
    1. Integrate PKI capabilities into Air Force or other Services’ systems, applications, and workflows to enable secure authentication and encryption.
    2. Ensure seamless interoperability between Air Force or other Services’ PKI infrastructure and other DoD components.
    3. Assist customers with implementing PKI within their systems or applications that includes analysis of the systems and applications and recommended solutions.
  3. Collaboration with DoD PKI Authorities:
    1. Coordinate with DoD PKI authorities to align Air Force or other Services’ PKI practices with broader DoD PKI policies and initiatives.
    2. Participate in cross-agency efforts to enhance PKI interoperability and security across the DoD.
  4. Evolution/Transformation of Capabilities
    1. Evaluate emerging commercial and/or government technologies at the direction of the Government for interoperability and feasibility of use with the DoD/AF PKI. Reevaluate existing COTS software and hardware solutions for compatible functionality with these new features. Capabilities/technologies include but are not limited to migrating to stronger cryptographic PKI algorithms, supporting NPE certificates, implementation of PKI on NIPR, SIPR, and/or JWICS, PK enabling of servers, enablement with mission partners…
