Air Force RFI: Air Force Installation and Mission Support Center (AFIMSC) A99 Operations Research Analytical Support

General Scope of Work

The AFIMSC/A99 Operations Research & Advanced Analytics has two organic 1515 Operations Research Analysts (ORAs) to support center activities on a daily basis. The AFIMSC cross-functional team provides globally integrated management, resourcing and combat support operations for Airman and family services, base communications, chaplain, civil engineering, contracting, logistics readiness, public affairs, security forces and financial management programs. During the IMSC stand up, the Air Force estimated the need for analytical support to be approximately 14 full time staff.  The center has not had this level of staffing, either organically or through augmented support contracting.  The lack of analysts has led to challenges with the center and limited AFIMSC/A99’s ability to execute the fully developed and defined analytic agenda.  A combined AFIMSC/A99 organic team and augmented contractor support can be leveraged to give IMSC the analytical depth to maintain a data-driven synergy across all 78 Air Force and Space Force Installations in support of IMSC, DoD, OEIs, and NDS Strategies, DAF Analytic Priorities, and DAF Project Phalanx (PAD 22-03 Analytic Organization Implementation).

Functional Area Descriptions

The contractor shall provide collaborative analytical support to AFIMSC senior decision makers and develop critical insights across the enterprise.  The contractor shall provide staff to augment existing IMSC government personnel in support of IMSC’s push into more advanced data analytics to include support in a number of areas such as Simulation, Optimization, Artificial Intelligence and Machine Learning, Advanced Statistical Analysis, Regression, Data Science, Decision Analysis, Performance Metric Development, Risk Assessment, Scheduling, Process Improvement, Process Automation, and other areas within the Operations Research technical domain.  Through personnel augmentation the contractor shall provide a surge analytical capability that is currently unavailable at AFIMSC.  NOTE:  All of the efforts within this effort will be directly guided by the Air Force Technical Representative, i.e., Lead/Principal ORA, and the government-to-government relationship between IMSC and contractor support personnel.

Analytic support will entail using Data Fabric platforms (Envision, VAULT, Advana, Blade, UDL, etc.) and employing operations research analysis using COTs simulation software, SAS, Tableau, Microsoft Power Platform, open-source coding (Python, R, etc.), existing tools developed with Visual Basic, and other available software for tool development and analysis.  Expertise and familiarity in this area is beneficial for advanced analysis and tool development.  Experience and familiarity with wargaming, i.e., Futures Game (FG), Long Duration Logistics Wargame (LDLW), Global Engagement (GE), etc. is of benefit to the modeling and simulation analysis that will be provided during those events.  The focus of effort can include sustainment of existing tools, as well as new development of tools and analysis.  Administrative support will entail capturing meeting minutes, scheduling meetings, assisting with RFIs to answer taskers, report writing, bullet papers, and other project management related activities.

Specific Subjects of interest

The following areas are highlighted as examples of the analysis support an augmented capability would provide to AFIMSC.  Working these areas would be done collaboratively between AFIMSC and an augmented analytic staff.  The list is provided as background only and there is an understanding of the changing needs within AFIMSC.  At times, needs with higher priority will be identified and AFIMSC will adjust taskings in near real-time based on the direction of AFIMSC/A99. Many of the examples highlighted below and other ongoing projects are still in development and require subject matter expertise in tool and process creation as well as implementation.

Base Resiliency Analysis & Wargaming Support

Base Resilience Analysis – Implement discrete-event simulation using existing models or COTs software to model base processes such as but not mutually exclusive to Runway repair with the appropriate inputs and outputs; identify scenarios and metrics to be simulated and analyzed.  At times will need to integrate simulation model with government-owned models and other developmental models as inputs for simulation.
