Background: The Pentagon Force Protection Agency (PFPA) is a defense agency that falls under the Office of the Secretary of Defense (OSD). PFPA’s mission is to provide force protection, security, and law enforcement as required for the people, facilities, infrastructure, and other resources on the Pentagon Reservation and for Department of Defense (DoD) activities and DoD occupied facilities not under the jurisdiction of a Military Department within the National Capital Region (NCR). The Investigations & Intelligence Division (IID) was established to maintain an organic Force Protection capability to provide training, identify vulnerabilities, and resolve other Force Protection matters related to intelligence and terrorist threats targeting the DoD, Enforcement, public safety, and High Risk Personnel (HRP).
Objectives: Provide Artificial Intelligence (AI) Open-Source Intelligence (OSINT) Software Support Services in order to devise, configure, operate, and maintain advanced artificial intelligence (AI) software systems with Image and Video Recognition and Alerting for PFPA mission sets, which includes processing software improvement requests, support, futures analytical reporting, program analysis, developing contractor’s Detection as a Service (DaaS) program Standard Operating Procedures (SOP), developing process maps, and following agency-specific regulations. Contractor shall provide open-source analysis to provide early detection from open source information utilizing AI, awareness of threatening communications to High Risk Personnel (DoDI O-2000.22), the Pentagon Reservation, and leased facilities (DoD Directive 5105.68).
Scope: The contractor shall perform Systems Operations and Maintenance and Enhancement Services, to include technical, administrative, and professional services for the purposes of sustaining and optimizing PFPA/IID operations for the contractor software user agency community. The contractor shall provide a commercially available AI OSINT software end-to-end solution that detects and delivers real time intelligence as alerts directly to operators and devices at the edge, and enables secure communication, file sharing, status reporting, and location routing.
