DOD Sources Sought: Defense Security Cooperation Agency (DSCA) ServiceNow Development Requirement

The Defense Security Cooperation Agency (DSCA) has identified a need for contractor support pertaining to ServiceNow® Development Services to optimally execute their responsibilities.

Task 1 Project Management and Software Development Lifecycle Support The contractor shall Project management and software development lifecycle support

  • Initial Planning and Discovery Support: Supports initial planning activities upon request includes developing the Concept, including the completion of a business problem statement, development of the Concept document, impact analysis, tracking its status, refining the scope, initial estimation of level of effort and risk.
  • Supports all activities that define and charter a project including the establishment of the project site, initial analysis, gathering of solution options for a technical approach, requirements, user stories, Release Plan, transition to O&M plan, and Project Charter to proceed into development.
  • Determines the technical approach for application configuration projects and capacity planning for current licenses and infrastructure capabilities.
  • Confirms the initial technical approach and facilitating the re-initiation of concepts and projects placed on hold. Supports decision making as to if the previous project and their charters require a new approach and or modifications before moving to the Ramp-Up activities.
  • Ensures that interdependencies for project requests and coordination for linkages across ServiceNow Platform modules are outlined and documented and CMDB requirements are captured and included within the planning activities …

Design, Build, and Test (DBT) Support:

  • Manages activities for the development of a software product (application, database, and related artifacts) for release to customers and users from the beginning of development on the first sprint, quality assurance, and feature acceptance testing of each sprint, iterative deployments, and business approval to move code into the UAT environment. Production is part of the Release phase.
  • Manages team-level Scrum process execution and its proper implementation, development, and facilitation of Sprint planning and retrospectives.
  • Supports the Government in facilitating the development of acceptance criteria of user stories, acceptance testing for product Release.
