USTRANSCOM’s mission requires a highly effective Command, Control, Communications, and Computer (C4) Systems infrastructure and workforce that has the knowledge, skills, and abilities to optimize the C4 processes to support an end-to-end distribution perspective. To accomplish this, Command, Control, Communications, and Cyber Systems Directorate (TCJ6) must manage both the functional and technical support programs/projects that enhance the overall C4 program and processes. To that end, the Government requires a contractor to provide training support.

USTRANSCOM is seeking sources that possess the availability and capability to provide Program Management Support services under a single contract or task order. The contractor shall support the administration, monitoring, and tracking of progress for all DCWF requirements and any subsequent guidance released under the DoDM 8140.03 program.
The current ordering period expired 30 September 2025. A follow-on contract is anticipated to be awarded on or around this date. The period of performance is anticipated to be:
- 1 October 2025 – 30 September 2026
- 1 October 2026 – 30 September 2027
- 1 October 2027 – 30 September 2028
- 1 October 2028 – 30 September 2029
- 1 October 2029 – 30 September 2030
