Navy RFI: Enterprise Resource Planning (ERP) Technical Support Services 2 (NETSS 2)

This is a Request for Information for non-personal, technical services for the Software Development Life Cycle (SDLC) and operations and sustainment of the Navy ERP system using a capacity based Agile Software Delivery methodology.

This PWS details the non-inherently governmental, non-personal, technical services performance 58 requirements for the Navy ERP system, organized into three major sections:

• General Requirements – program planning, reporting, performance management, and other general requirements.
• Software Development Life Cycle (SDLC) – DevSecOps, systems engineering, testing and evaluation, data management, training, cybersecurity and financial auditability, and other SDLC performance requirements.
• Operations and sustainment – user management, deployment, and help desk performance 65 requirements, and other operations and sustainment performance requirements.

Navy ERP Technical Support Services II (NETSS 2) is a follow-on effort. On 23 April 2021, Naval Information Warfare Systems Command (NAVWAR) awarded the first NETSS effort as delivery order N0017819D7876-N0003921F3007 under the SeaPort-NXG multiple award contract.

This Performance Work Statement (PWS) for NETSS 2 update implements tasking to:

• Provide software solutions leveraging Commercial off the shelf (COTS – SAP) configurable solutions using a capacity based Agile Software Delivery and Development/Security/Operations (DevSecOps) methodologies for capability delivery under NETSS 2.
• Deliver Sustainment capabilities (i.e. Corrective, Adaptive, Perfective, and Preventive) using Agile DevSecOps methodologies at the highest velocity that leverages configurations of Software that is best value to the Government on all deployed modules within the Navy ERP systems.
• Transform and optimize FM, APSR, and human resource management and workload management (HRM&WM) for the DON by fully implementing Navy ERP at the enterprise level as the system of record for the DON by leveraging standard configurable processes within Navy ERP when not configured and when introducing new capabilities ensure everting back to configurable processes within the Navy ERP solution sets.
• Implement Navy ERP across the Navy enterprise to process, store, transmit financial data, and manage people, inventory, property, plant and equipment to minimal customization to the Commercial SAP product.
• Upgrade and support services for SAP ERP Central Component (ECC)/High Performance Analytic Appliance (HANA) and SAP S-4/HANA

The outcome is an optimized, sustainable DON resource management (RM) system of record that leverages configurable processes with the SAP suite that reliably and cost effectively delivers improved service, standardized processes and functionality, and an auditable system of record for the DON. Navy ERP will be the financial and supply backbone and single point of truth for the DON.
