Bidders that do not respond and extend proposal validity period by posting a letter in the GSA OASIS+ Symphony Portal (OSP) will not be eligible for award if the award is made after the current proposal expiration date (October 19, 2024). This applies to all bidder socio-economic types: Small Business, 8(a), Unrestricted (Large Business), SDVOSB, HUBZone, WOSB. GSA provided a PDF letter template to use on its SAM.gov postings for each OASIS+ socio-economic category.
DETAILS:
- This notice and simple extension letter requirement is a bit confusing in terms of bidders that were already awarded OASIS+ recently in WOSB or HUBZone or SDVOSB categories as to whether they need to submit the letter below. To be safe, it is best that all bidders submit the letter via the GSA OASIS+ Symphony Portal (OSP)
- On the ‘plus side’ this may mean an end to the numerous previous amendments to sign and upload, as just this one master letter should take a bidder all the way till next April 20th. A single offer extension letter may be submitted for ALL OASIS+ proposals submitted by an Offeror.
- Bidders need to submit a copy of the letter on the OSP into a folder that relates to the socio-economic categories bid, with one per socio-economic category. See the instructions and link below. The upload in OSP is to the My Company link, under Business Factors, in the Other Documents section. The links are all labeled “Proposal Validity Extension” with one per socio-economic category. The bidder uploads the same copy of the letter to each category that was bid: Small Business, 8(a), Unrestricted (Large Business), SDVOSB, HUBZone, WOSB.

In order to finalize the evaluation and award process for all OASIS+ solicitations, GSA is notifying offerors of a request for offer extension through April 20, 2025. This action is only applicable to existing offerors that submitted timely OASIS+ proposal(s) by October 20, 2023. To facilitate this request, GSA has provided a fillable template letter which can be used to acknowledge this request and formally extend an offeror’s proposal validity period (i.e. offer expiration date). A single offer extension letter may be submitted for ALL OASIS+ proposals submitted by an Offeror.
ACTION:
Complete, sign, and submit the offer extension letter through the OASIS+ Submission Portal (OSP/Symphony) no later than 4:00 PM ET on October 8, 2024.
