The latest word is that, after two post-award protests were filed by Booz Allen Hamilton and Leidos, this case is being sent back to the agency for a second look. Details as to a timeframe for resolution have not been released at this time.
Does this move indicate a new award is coming? Not necessarily. This action enables the agency to revisit areas of concern to ensure their eval process was sound. Does this move provide a glimmer of hope for the other bidders who fell short? Yes, it does. With this much on the line, this type of a challenge was expected.
Details remain limited as to the grounds, but it is clear that something struck a chord. The protests challenge the evaluation citing multiple perceived errors, to include the belief that the awardee put forth an under-skilled staff approach to meeting certain requirements on the ITIL sample task, and in a separate document, Ā allegations of organizational conflict of interests related to the awardee were raised. These are fairly typical types of challenges – it will all really come down to the details which were not disclosed.
No more specifics were provided at this time and we do expect to see Accenture push back.

Details are still fairly limited, but we share below the latest, to include a new party jumping into the fray and dashing any hopes for a quick resolution.
As expected, Accenture has filed as an intervenor in the protest. All that really means is that it will a) be privy to hear what case is being made by the challengers and b) reserve the right to push back and try and protect the award. This can include supporting the government as DOE lays out its case and moves for a dismissal or denial.
How long will this take to get resolved? Barring the agency agreeing to take corrective action to address one or more of the issues raised as part of the challenge, it appears that it will be May at the earliest before we see any significant movement. This will provide the challengers and DOE the necessary time to request and review documentation on the award process and to make their case.
More will be shared as we learn additional details.

A formal protest has been filed by Leidos and Booz Allen Hamilton. No details have been provided at this time as to the grounds for the challenge. More will be provided as it is made available.
