The Naval Information Warfare Systems Command (NAVWAR), on behalf of MyNavy Human Resources (HR) Information Technology (IT) Solutions (PMW 240), Program Executive Office Manpower, Logistics & Business Solutions (PEO MLB), is issuing this pre-solicitation notice for PMW 240’s Personnel & Pay Integration and Sustainment requirement.<\/p>\n

PMW 240 is responsible for the acquisition and sustainment of the Navy’s manpower, personnel, training and education systems and the transformation of the Navy’s HR systems. The Navy Standard Integrated Personnel System (NSIPS) is the Navy’s current operational IT system providing the Navy’s HR personnel capabilities. This effort is for the continued NSIPS operation, sustainment, and integration with pay capabilities (Navy Personnel and Pay (NP2)). This effort includes system integration, testing, implementation, operation, and sustainment of NSIPS capabilities that are currently being performed by GDIT, under contract N00039-23-C-0002. NSIPS sustainment includes deployment and production support, application maintenance, environmental maintenance, legacy system integration, afloat installation maintenance, and interface development and maintenance centered on the existing PeopleSoft-based capabilities. This effort includes personnel and pay systems integration, hosting, operations, cybersecurity support, and operation of a service desk. A key part of this effort is maintenance and operation of the cloud-based environments hosting HR capabilities and compliance with all applicable DoD Information Assurance\/Cyber Security rules and regulations.<\/p>\n

NAVWAR intends to issue a full and open competition Request for Proposal (RFP) that is anticipated to result in the award of a single-source Indefinite Delivery\/Indefinite Quantity (ID\/IQ) contract, with an initial Task Order at contract award, utilizing the procedures in Federal Acquisition Regulation (FAR) Part 15. The new contract will have an ordering period of at least five years and the initial Task Order will have a five-year period of performance that includes a twelve-month base period and four twelve-month options. Award is anticipated in the March 2024 timeframe with a total ordering ceiling of $338M.<\/p>\n

The Government anticipates using the attached requirements documents (Attachments 1 and 2; and L-6 and L-7, respectively) to define the tasking. Industry feedback on the attached PWS and CDRLs is important in meeting the Government’s requirement. Please use the attached Comment Response Form, Attachment L-1, to comment on the PWS and CDRLs.<\/p>\n
