The latest word out of HUD is that the solicitation to recompete this 5-year contract to provide the Department of Housing and Urban Development with a broad set of services, to include <\/span>developing business and system requirements for CPD systems, usability testing, regulatory and policy analysis and development, as well as provide outreach and technical assistance to a range of Community Planning and Development (CPD) stakeholders<\/span><\/a> is expected to be released as early as next month.<\/span><\/p>\n

The HUD CPD Data Analysis, Reporting and Customer Support services contract was last awarded in 2016 to <\/span>The Cloudburst Group<\/span><\/a> as a small business set-aside action on GSA MAS. The expected total contract value was $16M (<\/span>see contract and spend details here<\/span><\/a>). That contract ended in 2021, with contract extensions and <\/span>sole source actions put in place to bridge until a new award can be made<\/span><\/a>.\u00a0<\/span>\u00a0<\/span><\/p>\n

OS AI received multiple requests in 2022 and 2023 from small businesses seeking insight and details related to the recompete of this contract, but the recent word out of HUD that this is now expected to be competed as a women-owned small business set-aside action stands to impact the level of competition on this upcoming RFP. On one hand, any woman-owned small business set-aside, as rare as they are, is certain to draw a lot of interest. On the flip side, several small businesses who were known to be weighing a bid will now need to find a Prime partner if they want to bid, and whether this move to restrict competition to the WOSB pool is indicative of HUD\u2019s desire to keep the WOSB incumbent in place.\u00a0<\/span>\u00a0<\/span><\/p>\n
