The Department of Veteran Affairs (VA) Office of Acquisition, Logistics, and Construction (OALC), \u00a0Office of Procurement, Acquisition, and Logistics (OPAL), Strategic Acquisition Center (SAC), Acquisition Integration Services (AIS) is conducting market research only to determine the availability of qualified vendors capable of providing a proven commercial-off-the-shelf (COTS) generative artificial intelligence (GenAI) solution capable of delivering state-of-the-art large language model (LLM) capabilities in support of acquisition and contract lifecycle management functions. The solution must provide a commercially proven base platform with an integrated suite of robust analytical tools and GenAI capabilities that may be customized to meet specific SAC requirements and use cases. The solution must support a range of AI-enhanced workflows to assist in acquisition planning, document generation, pre-award and solicitation, evaluation and award, and post-award management workflows \u2026<\/p>\n
Mandatory Qualifications.\u00a0 The following qualifications and capabilities are mandatory requirements for any potential solution addressing the needs outlined in this notice. Respondents should assess these \u201cGo\/No-Go\u201d requirements carefully, as solutions unable to meet these requirements will not be considered as viable options and will not receive further consideration:<\/p>\n
AI System Capabilities and Integration.\u00a0 This category evaluates the specific AI technologies a vendor’s system uses, such as machine learning or natural language processing, and assesses how well these technologies fit the SAC’s acquisition needs. It also examines the system’s ability to integrate seamlessly with existing VA infrastructure and handle scalability as the volume of contracts grows.<\/p>\n
