Women-Owned Small Businesses eye planned release of $100 FEMA Information Security Support BPA

With an expected value that could exceed $100M, it is not surprising that the announcement of an upcoming competition for this important 5-year Department of Homeland Security BPA to support the Federal Emergency Management Agency Office of the Chief Information Security Officer (OCISO) is drawing a lot of interest from large and small business partners alike.  

Expected to be released as early as the third week of March as an RFP set aside action for women-owned small business, this Blanket Purchase Agreement (BPA) will support OCISO Compliance Division efforts to maintain FEMA’s compliance posture in accordance with Federal Information Security Modernization Act (FISMA) and to provide a continuous monitoring Authority to Operate (ATO) process that provides security authorization services support to all FEMA systems.  

A focus for this enterprise level contract will be to ensure that the confidentiality, integrity, and availability systems, networks and data are at an acceptable level of risk throughout the system development life cycle by acquiring and providing Information System Security Officers (ISSOs), Security Analysts, Program Manager, and cyber resources determined in the future to fulfil emerging cyber security requirements. 

This competition comes three years after DHS awarded single-award BPA to assist FEMA by providing technical leadership to deliver enterprise-wide cybersecurity, cyber defense, and cyber systems engineering, to include hiring experts to support this program and provide consultative support to FEMA’s Information Systems Security Officer around “cybersecurity infrastructure design, development, and training with an emphasis on cloud migration strategies and supply chain logistics. This was expected to include providing security authorization services (ISSO, ISSE) and comprehensive RMF accreditation and packages.
