VA RFI Tests Market for Enterprise Inventory Management Modernization Effort

The Department of Veterans Affairs has issued a Sources Sought Notice for its Inventory Management Modernization (IMM) initiative, signaling a major transformation effort aimed at overhauling the agency’s enterprise supply chain capabilities.

The objective of this requirement is to replace legacy, facility-centric systems with a centralized, cloud-ready platform that delivers real-time visibility, standardized processes, and integrated supply chain operations across the VA’s healthcare, benefits, and cemetery administrations. The effort is designed to address longstanding challenges with fragmented systems, inconsistent data, and limited enterprise-wide coordination.

Scope is expansive and spans full lifecycle modernization. Contractors will be expected to deliver an end-to-end inventory and order management solution, including system integration, data management, process reengineering, and organizational change management. The requirement emphasizes a unified, enterprise-wide environment with role-based access, enabling consistent workflows for purchasing, inventory tracking, warehousing, and distribution across all VA facilities.

Key capabilities include real-time inventory visibility, automated replenishment, demand forecasting, and advanced analytics to support decision-making. The solution must integrate with financial systems, electronic health records, and existing supply chain tools while supporting cloud deployment, cybersecurity compliance, and scalable architecture.

The effort also incorporates advanced technologies such as AI-driven analytics, predictive modeling, and automated tracking systems, alongside support for complex logistics categories including medical supplies, pharmaceuticals, prosthetics, and emergency stockpiles.

This opportunity will likely attract large system integrators, supply chain technology providers, and firms specializing in cloud-based logistics platforms, data analytics, and enterprise IT modernization, particularly those with experience in healthcare environments and large-scale transformation programs.
