VA Launches Market Research for Enterprise Artificial Intelligence Initiative

The Department of Veterans Affairs is conducting market research for a potential enterprise-wide artificial intelligence acquisition intended to expand AI access across the workforce and support the adoption of assistive, collaborative, and agentic AI capabilities.

The VA Technology Acquisition Center released a Request for Information outlining the department’s vision for enterprise AI adoption and seeking industry feedback on user-facing AI tools, AI model access, and related enablement services.

According to the RFI, VA is focused on expanding access to AI-powered capabilities for knowledge workers, operational staff, developers, and analysts while supporting use cases ranging from content creation and research to software development, workflow automation, and agentic task execution.

The agency states it is seeking commercially available solutions and intends to establish direct relationships with leading AI model providers wherever possible. The RFI specifically discusses user-facing AI tools, programmatic access to foundation models, agentic capabilities, managed assistants, managed agents, and enterprise governance features capable of supporting operations involving protected health information and personally identifiable information.

The document also highlights VA’s growing use of enterprise AI technologies, including existing deployments and pilots involving Microsoft, Anthropic, OpenAI, and Google technologies, while emphasizing future needs for scalable AI adoption across one of the federal government’s largest workforces.

In addition to software capabilities, VA is seeking information on AI adoption services, AI literacy training, AI safety and governance support, forward-deployed engineering expertise, and approaches that help accelerate enterprise adoption of AI technologies. Notably, the RFI makes clear that VA prefers commercially available offerings and usage-based pricing models that can adapt to rapid changes in AI technology and market conditions.

The market research effort will help inform the department’s acquisition strategy as it evaluates future enterprise AI requirements supporting both internal operations and Veteran services.
