The Department of Veterans Affairs has released a sources sought notice to assess industry capability for replacing its IBM COBOL-based Veteran Benefit Debt Management system. This notice is part of market research and is not a solicitation.
The requirement focuses on modernizing a legacy system that supports agency-wide debt management operations, including debt aging, demand letter generation, and batch processing. The current environment consists of hundreds of COBOL modules, job control scripts, and supporting Java applications, along with file-based integrations to approximately ten external systems.
The scope includes design, development, testing, and implementation of a replacement solution that replicates or enhances existing functionality. The contractor will be responsible for migrating approximately two million debt records from legacy VSAM and sequential file structures, while maintaining interoperability with existing downstream systems, including Microsoft SQL Server databases and MuleSoft-based APIs.
The solution must support scheduled and on-demand processing, ensure data integrity during migration, and enable transition with no disruption to ongoing operations. The effort also includes training and post-implementation support.
