VA Explores eNotifications Service Pilot for Community Care Event Visibility

The Department of Veterans Affairs is exploring an integrated eNotifications service pilot to improve visibility into care events occurring outside VA facilities. The effort focuses on delivering near real-time Admission, Discharge, and Transfer alerts for Veterans receiving treatment in community hospitals, emergency departments, and post-acute settings, enabling more timely care coordination and intervention for high-risk populations.

Scope includes implementation of a Software as a Service solution leveraging multiple provider networks to maximize coverage, with support for up to six VA Medical Centers and approximately 82,000 Veterans. The solution must ingest, process, and deliver real-time notifications via Direct Secure Messaging, apply filtering and deduplication, and support secure data exchange using VA-approved methods. The contractor will provide implementation, configuration, testing, deployment, and ongoing monitoring, technical support, and maintenance, along with performance metrics reporting and compliance with federal security requirements.
