The purpose of this modification is to extend the period of performance of Option Period Four for two months and incorporate three, one month option periods to continue sustainment and maintenance support of the Blood Bank application and all Veterans Health Information Systems and Technology Architecture (VistA) Blood Establishment Computer Software (VBECS) systems. This extension will serve as bridge of support until a new competitive TO is awarded.
The proposed source for this action is SMS, 149 Northern Concourse, Syracuse, NY 13212. SMS is the current Contractor on the Sustainment of Blood Bank Maintenance TO. On November 29, 2018, the TO was awarded with a 12-month Base Period beginning on December 2, 2018, with four 12-month Option Periods. Subsequently, on November 30, 2022, the final option period was exercised and currently expires on February 1, 2024. VA is in the process of competitively awarding a new TO. The requirement for the competitive TO began in the fourth quarter of Fiscal Year (FY) 2023, however solicitation release is anticipated by late-January with award currently projected by March 2024. This is at least two months beyond the current TO expiration date. This projection is a best-case scenario which assumes a manageable number of proposals being received, no significant additional questions on the solicitation requirements, no proposal extension requests, limited or no discussions, etc. Once the competitive TO is awarded, there is also a need for at least 30 days of overlap to support a seamless transition of services to a new vendor taking into account the 4 – 6-week onboarding and 6 – 9-week required training certifications. If the new vendor includes trained staff with a strong transition in plan, then the utilization of the option periods would not be needed. For these reasons, VBECS requires support provided by SMS beyond its current end date of February 1, 2024.
