This acquisition, if pursued, will follow the MCICOM G8 Financial Management Support Services previously accepted into the Small Business Administration (SBA)’s 8(a) program and being performed under Contract M9549422C0020 with performance scheduled to conclude on 26 April 2025.

The objective of this contract is to acquire the necessary support services that assist HQ MCICOM G8 with financial management system monitoring, including technical, administrative, and professional services that seek to optimize the MCICOM fiscal execution business processes and to facilitate decision support that aids leaders at all levels of command.  The following goals are identified for this contract:

  • Optimize the MCICOM fiscal business processes and procedures.
  • Inform leaders with accurate fiscal execution data in a visually appealing format.
  • Increase fiscal data integrity.
  • Validate fiscal data business processes and procedures to ensure financial audit compliance.
  • Improve fiscal business processes.

Scope: The Contractor shall provide financial management support services as detailed within this PWS including financial management, consulting, advising, financial audit support, and data analytics derived from financial databases.  The scope of work involves isolating and defining unknown conditions, resolving critical problems, and developing new theories concerning financial, logistics, budget, accounting, internal controls, and information technology processes.  This includes services that directly support Defense Agencies Initiative (DAI) business system, training, and sustainment of all modules to include but not limited to: Budget-to-Report (B2R), Procure-to-Pay (P2P), Order-to-Cash (O2C), Cost Accounting (CA), Oracle Time and Labor (OTL) and reporting through Oracle Business Intelligence Enterprise Edition (OBIEE).  The scope of work also includes outlining processes; drafting policies; providing financial audit key supporting documentation, advisory and assistance services; business process improvement; systems integration; and assisting in financial reporting to support responsibilities associated with providing training and instructing personnel on accounting systems and interface utilization; construction of appropriation data; and procedures necessary to ensure accurate and timely financial information for decision making and funds control to meet and achieve audit …

Total potential contract performance includes one (1) 12-month base performance period (inclusive of the transition-in period), two (2) 12-month option periods, and possibility of being extended for up to an additional 6 month.
