The U. S. International Trade Commission (USITC or Commission), intends to negotiate solely with TCG Inc 7348 GEORGIA AVENUE NW, Washington, DC, 200121720.
This requirement is for additional software development resources to surge implementation on the project to re-engineer the USITC’s Harmonized Tariff Schedule (HTS) application. TCG serves as the USITC’s current software development firm for normal and routine software updating and customization, and has detailed knowledge of the agency, systems, and staff. TCG’s familiarity with the USITC and processes for software development will improve the quality of the end product, while saving time, money, and resources. The expected period of performance is 18 months from award. We anticipate the additional in scope tasks to be funded via modification to current Task Order.
This requirement is to modify the existing Task Order # 34300022F0021 with TCG to add eight additional software development resources to expedite the schedule from 24 to 12 months for implementing the USITC’s new re-engineered Harmonized Tariff Schedule application. All work to be performed is within the scope of the current contract.
The USITC has chosen to expedite the timeline for implementing a re-engineered version of the custom software application to maintain the Harmonized Tariff Schedule (HTS) of the United States and to provide search and access capabilities to it by the public. This project was planned to be conducted within the scope of the current IT Software Development and Maintenance contract (34300022F0021) over an 18-24 month period spanning two option years on the contract, but due to the high rate of tariff changes occurring under the current Administration, it was determined to expedite the implementation of this project to 12 months to be able to maintain the HTS more effectively and to better serve the U.S. public.
Because of TCG, Inc.’s knowledge and technical skill with implementing the current version of the HTS application, they are uniquely qualified within the scope of their current contract as the sole source to support the USITC with this expedited project. To accommodate the shortened timeline for this project, additional funding must be added to the contract for the necessary, but temporary, increase in staff resources. Allowing any other vendor to perform the services would cause such undue delay that the project would be a risk of not meeting our requirement for providing an up to date and accurate HTS.
The determination of best value was made upon award of the current contract # 34300022F0021 with TCG, Inc. to provide IT software development and maintenance services through the CIO-SP3 contract vehicle. As the seven-year incumbent on the current contract, TCG has demonstrated that they are highly capable in performing the required work for this project by having been consistently provided exceptional software development work throughout the periods of performance on both the original and follow-on contracts.
