The USDA’s Farm Production and Conservation Business Center (FPAC-BC) is conducting a market survey to identify the availability and interest of qualified Small, Small Disadvantaged, Small Service-Disabled Veteran-Owned, Historically Underutilized Business Zones, Woman-Owned, and large businesses as potential sources for its recruitment and outreach efforts to current students and recent graduates.
In accordance with (IAW) the below requirements:
- A secure, cloud-based tool that does not require the download and installation of a licensed product.
- A tool that allows for easy license transfer/management, either by the Agency itself or easily via communications with the provider.
- The capability to drive potential candidates externally to USAJobs to apply. The Agency will not use any tool’s ability to apply through their interface for consideration of employment. USAJobs will remain the only way to apply for Agency positions.
- The capability to participate in virtual events with schools/universities through the tool.
- The availability of virtual ongoing training on the tool.
- The provision of virtual ongoing support for the tool online, by phone or via email.
- The ability to select from all participating schools.
- The ability to create groups of schools to target.
- The ability to select global open/close dates for positions.
- The ability to access non-personal metrics/analytics for advertised positions via the tool, such as number of views, number of schools approving/declining positions, etc., to improve recruitment marketing materials for better future results.
- The ability to create a personalized Agency page for recruiting.
- The ability to promote positions, as needed.
The government is seeking capability statements from businesses capable of providing Early Talent Recruitment; Software as a Service (SaaS).
