USDA posts RFI for Course Creation Enterprise Platform Solution

The Department of Agriculture has issued a Sources Sought notice for a Course Creation Enterprise Platform Solution to support USDA’s enterprise learning environment. The small business set-aside seeks information from vendors capable of providing a Section 508 and WCAG 2.0 AA conformant software-as-a-service course creation platform.

The requirement is intended to support USDA’s Digital Infrastructure Services Center, Digital Services Center, AgLearn Branch, which manages the enterprise learning management system and eLearning content services for a large USDA user base. USDA is seeking a cost-effective platform that can help deliver training anytime and anywhere while integrating course output with AgLearn’s TotaraGov platform, a FedRAMP authorized solution.

The scope includes annual subscription license management for USDA agencies and AgLearn federal external customers. The platform must support collaborative course creation, shared course assets, organizational management, secure hosting, courseware storage, and the ability to manage and publish a large catalog of eLearning courses. The solution also must support SCORM or AICC conformant course output, Single Sign-On, user training when requested, and license management across subscriber groups.

A notable element of the notice is USDA’s emphasis on system-enforced accessibility. The agency is not simply seeking a course authoring tool that allows authors to create accessible content; it is looking for a platform where accessibility is built into the authoring and publishing process. The RFI also identifies interest in generative AI capabilities that can transform source materials into structured learning experiences while maintaining system-enforced Section 508 accessibility controls.
