USDA details plans for $48M multiple-award Data Warehouse IT and Transformation Support BPA

Teams are looking to better understand the competitive landscape for this new 5-year Rural Development (RD), Technology Office (TO) multiple-award BPA which is being put in place to assist RD in analyzing, solutioning, developing and implementing modern data management methods and technologies while supporting a range of tasks related to data management strategies, access, modernization, and protection, as well as derivative products including metadata documentation, reports, models, and visualizations.

The overarching scope of the Data Warehouse Information Technology and Transformation (DWITT) initiative will be to provide development, modernization, and enhancement (DM&E) services that shall include but are not limited to Data Architecture & Engineering; Data Analytics and Visualization Development; Semi-structured Data and Unstructured Data Analysis, Design and Solution Implementation; Geospatial Development; and Business Intelligence Analysis, Design, and Solutioning. All related task order related activities will need to be aligned with RD’s Future State Vision and Future State Roadmap.

As part of its market research actions, USDA has been looking to better understand what types and sizes of small businesses have the knowledge and demonstratable experience in a wide range of areas, including in the collection, use, and preservation of data; data architecture design using TOAGAF and FEAF; measuring, reporting, dashboarding and other data visualizations; designing and developing geospatial portals and creating map services; leading analysis and solution architecture recommendations for a Master Data Management platform; and designing and implementing solutions that use AI and ML-driven data solutions such as intelligent data pipelines, data cataloging, etc.

The specific contracting vehicle and the timing of any subsequent RFP have not been nailed down yet so potential bidders will need to remain fluid. The original 2023 forecast stated that “this will be set aside for small business (Woman Owned, 8(a), Small Disadvantaged, HUBZone, Service-Disabled Veteran-Owned)”, but which category is still TBD as well. What we do know with 100% certainty is small and large business partners that support USDA today have been and will continue to work to influence the direction of any procurement.
