The United States Agency For International Development (USAID) is issuing this Request for Information (RFI) to gather information from qualified small businesses regarding their experience and capabilities in providing comprehensive institutional support services.

USAID seeks to gain insights into the experience and capabilities of small businesses in providing comprehensive institutional support services. Institutional Support Contractors (ISCs) at USAID work within the Agency but are employees of a separate corporate entity contracted for services by the Agency. Their employing organization is responsible for the employee’s benefits, compensation, and supervision. As an ISC, individuals are part of the USAID workforce and can support efforts across the organization. To learn more about USAID and the Office of Acquisition and Assistance (OAA) in the Management (M) Bureau that may seek ISC services in a future procurement, visit the M Bureau website and view the OAA 2023 Program Report.

The information gathered through this RFI will inform the Agency’s acquisition strategy for future procurements. We are interested in learning about:

  • Experience providing Acquisition support services to Federal Agencies.
  • Ability to support recruiting/hiring/onboarding/retention for 100 – 200 individuals.
  • The employee benefits your company provides including: health insurance, leave (paid time off, health leave, paid parental leave, etc), and other retention benefits.
  • Any other information you believe is relevant to our agency’s needs.
