The Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC) Business and Enterprise Systems Directorate (BES) Financial Systems Division (GBG) Contracting Division (GBK), Wright-Patterson Air Force Base (WPAFB), Ohio is conducting market research seeking vendor configuration and capabilities for support, operation, maintenance and enhancement of the Program and Budget Enterprise System (PBES).

PBES subsumed/replaced the DAF’s four legacy Planning, Programming, Budgeting and Execution (PPBE) budget formulation systems, ABIDES, RAPIDS, FSDM, and ETT, and fully deployed in December 2021. PBES provides capabilities for comprehensive, transparent, accurate, and timely financial information in support of program budget and resource allocation decisions.  Electronic reporting for the planning, programming, and budgeting (PPB) process makes PBES a vital component of the Air Force community’s effort to provide timely and accurate budget information to make Congressional decisions.

The Contractor shall provide the necessary experienced personnel, material, documentation, and support to provide software configuration, capability support, and user support for PBES and its users. As it pertains to software configuration, the contractor shall take an iterative approach to ensure feedback can be acted on quickly and that responsive changes can be made at each stage of a sprint or product cycle.

The Contractor shall utilize the Agile framework and associated processes documented by the PMO to perform development and support sustainment activities for PBES as an entire system, to include its various components and all underlying prerequisites. Activities and components include, but are not limited to: transition, planning, requirements definition, capability development, defect resolution, enhancement development, code refactoring, program increment planning and execution, integration and design, configuration management, testing (both automated and manual), demonstrations, cybersecurity, training, architecture management, database development, management and architecture, data validation, data modeling, data extract, transform and load development and processes, environment management, system operations support, problem reports and resolutions, standards compliance, data deliverables, intellectual property management and compliance, and government furnished property management. These activities require the Contractor to be involved in enterprise level strategy and planning for PBES, architectural and solution engineering and management, business systems compliance and management, agile team iteration planning and execution, and user interface and training. USAF owns and operates PBES, and as such is an integrated stakeholder and team member of all Contractor activities related to PBES. Likewise, the Contractor is an integrated team member of all PBES planning, development, testing, and operations and support.

PBES requires customer service focused on the user experience and technical support focused on resolving a technical issue or problem in the fastest, most cost-effective way. The user experience is primarily supported by training, subject matter experts (SMEs) and Help Desk technicians located at the Pentagon in SAF/FMB secure office space.

The Contractor shall provide SME support. The SMEs should have extensive knowledge of the PPB process, PBES, and can provide operations support, development and sustainment support, as required by the Government. The SMEs shall be able to use the PPB process and translate the processes into the specific requirements used to develop and operate PBES to generate reports such as the Program Objective Memorandum (POM), Budget Estimate Submission (BES) President’s Budget (PB) on an annual basis in a high-operations tempo with aggressive (OSD)-mandated timelines.

To support PBES users globally, the Contractor shall provide resources which possess a minimum of 3-years’ experience specific to the DAF PPB process. Contractor SMEs shall be present at the Pentagon (primary duty station) each day during normal operating hours or, if approved, optional methods such as telework or working from the contractor’s home office can be implemented. Contractor SMEs shall also be required to be present during after-hour/surge workload periods.

The purpose of this RFI is for the AFLCMC Financial Systems Division (GBG) to gather information about industry interest and capability to operate and provide support, maintenance, and enhancements for PBES.

In responding to the Contractor Capability Statements detailed in Section 6, contractors must consider all the experience and competencies as identified by the Government below:

  • Experience in DAF PPB process
  • Must have Cloud One Amazon Web Service (AWS) experience
  • Must have experience working with a minimum of the following Oracle products: Oracle Data Relationship Management (DRM), Oracle Hyperion Planning (HYP), and Oracle Business Intelligence (BI)
  • Experience and ability transitioning from an existing System Integrator (SI), if required, and continuing Agile development while utilizing the existing directed solution without impeding schedule or cost
  • Experience and understanding in generating the PB, BES, and POM
  • Must have SMEs that have extensive knowledge specific to the DAF PPB process
