USTDA is seeking to award a contract to an organization, firm or entity that has the capacity to conduct high-quality DD on individuals and entities that will participate in a USTDA-funded activity or be a beneficiary of USTDA’s assistance.

The DD Services Contract to support USTDA in fulfilling its mission consists of the following overarching purpose and description of services to be provided.

Effective due diligence is a prerequisite to all USTDA-funded activities. The objective of such due diligence services is to ensure the Agency’s compliance with legislative and executive branch prohibitions on providing support or resources to certain entities or individuals and to ensure that USTDA is working with reputable and solvent entities and individuals.  Specifically, the purpose of due diligence performed at USTDA is to:

  • Ensure that all activities proposed for funding approval are properly vetted;
  • Identify material due diligence issues;
  • Identify questionable transactions;
  • Confirm that USTDA is working with reputable and solvent entities and individuals; and
  • Safeguard taxpayer resources.

The scope of work for the DD Services to be provided under this Contract is as follows:

  • Obtain background information on requested entities and individuals via secure electronic platform for gathering relevant “Know Your Customer” information.
  • Use proprietary software solutions, internet search engines and other sources, to conduct thorough DD research and risk vetting of entities and individuals proposed for participation in USTDA-funded activities. This includes but is not limited to investigating and reviewing adverse media pertaining to material issues such as criminal activity, AntiMoney Laundering (AML) concerns, bribery/corruption, and OFAC sanctions/watchlists.
  • Respond to USTDA questions and requests for clarification regarding DD research.
  • Supplement existing DD research and/or conduct enhanced DD of entities and/or individuals as needed and requested by USTDA.
  • Provide USTDA with updated or “refreshed” DD, such as via news alerts or periodic partial updates to recently completed DD, to ensure the Agency remains apprised of new and ongoing concerns regarding target entities and individuals until such time as all legal agreements on a grant activity have been finalized.
  • Conduct DD searches in local languages in certain markets across the globe, as determined by USTDA. Local language searches may be required in Latin America (Spanish and Portuguese), Sub-Saharan Africa (French and Portuguese), and the Middle East, North Africa region (Turkish, Arabic and French).

The contractor must have its own secure electronic platform for gathering information on requested entities and maintaining and protecting any Personally Identifiable Information on delegates/entities/companies/grantees, etc.  The contractor must have the capacity to automate the information gathering process and electronically collect relevant DD information from USTDA-specified entities and individuals.
