US Navy Sources Sought: Naval Air Systems Command (NAVAIR) Platform Security

The Naval Air Systems Command (NAVAIR), Patuxent River, MD announces its intention to procure on a competitive basis, platform security support services to provide support to NAVAIR, Naval Air Warfare Centers (NAWC) and Commander, Fleet Readiness Centers (COMFRC).

ANTICIPATED CONTRACT TYPE AND CONTRACT BACKGROUND

1. The Government is anticipating this follow-on contract to be a Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) with Cost-Plus Fixed-Fee (CPFF) Labor CLINs and Cost Reimbursable (Cost) Other Direct Cost (ODC) CLINs for Material and Travel.
2. The current contract providing support for Platform Security is as follows:
   1. Incumbent Contractor: Technology Security Associates, Inc.
   2. Contract Number: N0042121D0005
   3. Contract End Date: 20 October 2025
   4. Contract Type: IDIQ with a CPFF Labor CLIN and an ODCs Travel Cost CLIN
   5. Previous Set-Aside: Total Small Business Set-Aside
   6. LOE: 1,135,296 hours
3. Anticipated Contract Information:
   1. Contract Type: Single Award IDIQ (D-type) with CPFF Labor CLINs and Cost ODC CLINs for Material and Travel
   2. Anticipated LOE: 787,200 hours
   3. Estimated Material/Other Direct Costs: $0.5M per year
   4. Estimated Travel: $0.5M per year
   5. Anticipated Period of Performance Start: Oct 2025
   6. Security Classification: Up to Top Secret (Level of Facility Clearance (FCL) Required)
   7. Safeguarding at the Contractor Facility: Secret (Level of Facility safeguarding Required)

The scope of this effort is to provide a full range of Platform Security for NAVAIR, NAWC and COMFRC.

The contractor shall perform all activities related to platform security to include the following:

1. Acquisition Security (ACQSEC) Support
2. Security Modeling
3. Program Security Management – Physical Security, Personnel Security, Information Security, Industrial Security, Communications Security (COMSEC), Operations Security (OPSEC), Security Classifications Guides, Program Protection Plan (PPP), and Incident Response.
4. International Programs Security Support (Foreign Disclosure and Foreign Visits) – Technology Transfer Policy, Foreign Disclosure, Export Control, Foreign Visits, Foreign Partner security assessments, and End Use Monitoring.
5. Administrative Assistant Platform Security Support

Compatibility – The Contractor shall maintain the capability to prepare documents and software packages compatible with the Government IT environment. The current operating environment required for this contract includes:

• Microsoft Windows 10
• Microsoft Project 2016
• Microsoft Office Professional Plus 2016
• Adobe Acrobat XI (reader)
• Internet access

The Contractor shall maintain the ability to interface with and transfer data to and from requiring office software applications and their upgraded versions. The Contractor shall ensure that all media are virus free when delivered.  The Contractor shall be capable of Internet and LAN communications with the government costumers. Contractor personnel shall be capable of maintaining real-time communications, both voice and data transfer capabilities, with the government costumers during working hours whether at Contractor work site or on travel.
