Contracting Activity. The contracting organization that is responsible for the proposed contract action is the Air Force Test Center (AFTC), Directorate of Contracting, Test Range and Specialized Contracting Division, AFTC/PZZ, 5 South Wolfe Avenue, Edwards AFB, CA 93524-1185. The Contracting Officer for this acquisition is Ms Jenny L. Meadlin. This is a Limited Sources Justification. The requiring activity is the USAF TPS.

Nature and/or description of the action being processed. This Limited Sources Justification(LSJ) is for a single contract award based for a 3-day in person Space Cyber Range Foundation workshop has been tailored specifically to the USSF. This will be a new Firm Fixed Price (FFP) Delivery Order to teach a highly tailored course that hasalready been developed and taught previously to a cohort of space operators it is vital to ensure that there is not a knowledge gap between students in the first cohort and following cohorts. Description of supplies/services required to meet agency needs. USAF TPS requires the tailored course previously taught by Stephenson Stellar at AFRL to be taught to the Space Operators as the Space Test Course. The 3-day in-person Space Cyber Range Foundation workshop has been tailored specifically to the USSF and covers cyberspace experimentation with hands on assets provided by the contractor. As this is highly tailored course has already been taught previously to a cohort of space operators it is vital to ensure that there is not a knowledge gap between students in the first cohort and following cohorts. Ensuring the continuity of teaching the following vital concepts allow for the students from any cohort to share and build on their knowledge base from 2024 and in the future. It is highly beneficial to USSF that TPS students are being trained consistently to meet the TPS mission of creating test leaders to accelerate multi-domain capabilities to the war-fighter.

  • The content must include Space Fundamentals, Command & Control (C2), Influencing the Satellite, and participant interaction through a digital range where we can conduct a customizable test environment.
  • Provides a FlatSat for students to be able to influence it in a cyber range to see effects with asatellite.

  • Flexibility & Customization
  • Unclassified R&D portability & ability for remote specialized operations for classified environments
  • Adapt to fit different scopes and objectives of a representative space range infrastructure
  • Skilled cyber range team and SMEs for questions from students.

Identification of the justification/rationale for limiting sources:  The contractor has unique qualifications to provide the service we are requesting. The USSF utilizes Stephenson Stellar to train their teams directly in other organizations. Stephenson Stellar provides unique capabilities where they can utilize USSF infrastructure to teach hands on training anywhere. They have SME’s who are very familiar with the USSF operations and cyber capabilities.

Description of the market research conducted and the results, or explain why market research was not conducted: Market research was conducted and concluded that the only vendor that can satisfy the governments unique and highly specific requirements is Stephenson Stellar. Stephenson Stellar has created, conducted, and is the sole proprietor of the uniquely specific highly tailored training required by USAF TPS. Ensuring that TPS proceeds using the course that has already been taught previously to a cohort of space operators, is vital to assure that there is not a knowledge gap between students in the first cohort and following cohorts. Ensuring the continuity of teaching vital concepts allow for the students from any cohort to share and build on their knowledge base from 2024 and in the future. It is highly beneficial to USSF that TPS students are being trained consistently to meet the TPS mission of creating test leaders to accelerate multi-domain capabilities to the war-fighter.

If this requirement becomes a need in the future, the Contracting Office will work with the Mission Partner to ensure the requirement is defined to the best of the Government’s capability. A thorough survey of the market will be accomplished to ensure that competition is fostered. If other possible vendors are discovered the Government will ensure the requirement is open to competition.
