U.S. Coast Guard to Recompete COMPASS STEW Sustainment Support for Enterprise Applications

The U.S. Coast Guard is preparing a follow-on task call under its Agile C5ISC Operational & Modernization Pipeline for Application Support Services (COMPASS) Blanket Purchase Agreement to continue sustainment and modernization support for enterprise information systems. Forecasted for release in August 2026, the requirement is expected to be competed as an 8(a) set-aside among eligible COMPASS BPA holders, with award anticipated in the first quarter of FY2027.

The requirement, titled COMPASS: STEW Sustainment Call, will provide information technology services supporting the Coast Guard’s Enterprise Information Systems (EIS) across Command, Control, Communication, Legacy, and Custom Systems. The effort includes application design, development, optimization, and ongoing sustainment, along with support for Original Equipment Manufacturer (OEM) upgrades, security audit mitigation, major system enhancements, end-of-life activities, service requests, and transitions between Coast Guard organizations.

This is a follow-on requirement to contract 70Z0G326FESD30002, currently performed by Synergy Business Innovations & Solutions, and will be awarded as a firm-fixed-price BPA call under the Agile COMPASS vehicle. The forecast identifies NAICS 541512 and indicates competition is anticipated.

The task call falls under the Coast Guard’s broader Agile COMPASS BPA, a five-year, $700 million multiple-award vehicle established to consolidate IT services supporting the Command, Control, Communications, Computers, Cyber, and Intelligence (C5I) program. The BPA provides full lifecycle support for Coast Guard enterprise systems and applications, including design, development, operations, maintenance, and modernization activities.
