Anyone closely covering the FBI will be paying attention as the $7B ITSSS-2 IDIQ Industry day has been scheduled for June 13th and 14th in Huntsville, Alabama. Registration instructions will be posted on biz.fbi.gov only (not SAM) within the next few days. There is no livestream and registration for the sessions will close once they reach capacity, so check the site or risk missing out.

Four things you can do not to plan for the $7B FBI ITSSS Competition

Late last week, the Federal Bureau of Investigation (FBI) released a tentative schedule related to the competition for the next generation of this enterprise Information Technology Supplies and Support Services (ITSSS) blanket procurement agreement (BPA) contract. ITSSS-2 will serve as the predominant enterprise IT services vehicle to the FBI, while also being made available to the broader Department of Justice for use. With an anticipated ceiling set to be between $5 and $7 billion, the competition to gain a Prime spot on this 10-year BPA will be quite fierce.  

Noting a significantly increased FBI procurement staffing posture and a dedicated set of contracting experts, the FBI has stated they are now in a place to execute the award phase of the ITSSS-2 BPA. While there have been plenty of starts and stops on this one to date, the recent set of communications and aggressive timeline has companies actively taking steps to prepare for a bid. 

Actions you can take now to prepare for a bid (Prime or sub):

  1. Make your voice heard – There were 46 awardees under the previous iteration of this contract and until the draft is released in May, we will not know exactly how the FBI plans to structure this. What we do know is that many companies, large and small, are actively working every day to influence the direction of this procurement and the FBI has made it easy, going so far as to ask that If you have any information or suggestions on the evaluation process, you submit those ideas to ITSSS2@fbi.gov. If you are not working to influence it, your competition will.  
  2. Lock down key teaming partners – Teams are forming and, in some cases, are already largely locked in. The good news is that the FBI has a deep roster of industry partners capable of stepping up to meet both the current and emerging needs of the agency. Included here is a list of some of the large and small companies we have noted as drawing the most interest of late.  
  3. Identify SMEs and Influencers to help bolster your bid – Companies, large and small, are actively working to identify and engage with key subject matter experts and consultants who can help as they prepare for this important bid. Included here are a few examples of the types of independent consultants and former FBI leaders who can bring value to any bid team. The important point here is that expertise is available if you go hunting for it. 
  4. We would recommend registering for the TECH YEAH conference – Only in its second year of existence, this event, which is planned for June 19-20 of 2023 (one day before the final solicitation is set to be released), has the potential to take on an increasingly important role. This event sold out last year and, with a handful of senior FBI Acquisition, Program and Small Business leaders already on the slate, and more expected to be added soon, this has the potential to be a key networking opportunity.
