This bridge action to Tecolote Research provides Battle Management Command, Control, Communication and Space Intelligence (BMC3I) primarily and other program offices who are customers under the incumbent TO with a wide range of Advisory and Assistance Services (A&AS) to include financial management, human resource, Program Executive Officer (PEO) Acquisition Support, Director’s Action Group support, process improvement. Specifically, the Government seeks to acquire support services for the following tasks: strategic cell, acquisition support, strategic communication and information management, acquisition reporting, task management, budget integration and analysis, financial reconciliation, administration and personnel support.
Performance outputs include information, advice, opinions, alternatives, analyses, evaluations, processes to eliminate waste, standardizing best practices, reducing cycle times/cost of doing business, and/or recommendations to complement the Government’s organic resources in accomplishing its mission. A critical and non-negotiable aspect of this requirement is that many or most contractor personnel providing these services must possess and
maintain a current/active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance with Special Access Program (SAP) access.

Funding: USSF fiscal year 2026 or 2027 (as appropriate) Research and Development (3620) appropriation funds will be obligated to support this bridge action. Funding is provided by the specific programs in reciept of the services and will be reviewed for proper fiscal law consideration at the time of obligation.
